Parking and Enforcement Agency (PEA) is a member of the British Parking Association and a part of the NCPS Group, a parking operator with clients across Europe, the Middle East, UK and Ireland managing over 1100 sites with a special focus on healthcare and hospital sites.
PEA understands parking spaces are at a premium and needs to be managed effectively to ensure the right people use the hospital car park facilities, maintain general safety, ensure emergency vehicles are not obstructed and those with specific needs to park can freely do so. The nature of parking at hospital sites can be emotive and sensitive at times but also, there’s a need to have an effective system in place that works for the patients, visitors, staff and contractors without penalising them yet deters illegal or unwanted parking.
Effective car parking management does not require extreme actions that will invariably lead to confrontational or upsetting situations. PEA provide a simple, legal and ethical system to enable you to enforce your car parks effectively in line with the British Parking Association’s Approved Operator Scheme Code of Practice.

It’s ‘Total Solution’ is a bespoke package tailored to the unique requirements of environment. PEA will design and deliver an end-to-end parking solution based on your parking policy enforced either by yourself or the company.
PEA will survey your sites, provide advice, guidance, legal enforcement signs and lines, permits systems, payment facilities and cashless solution via its parkbytext system to ensure a complete service is on offer. Your onsite security or estates staff can be trained to carry out car park patrols or we can supply civil enforcement officers on your behalf. We will provide smartphones and printers to record contravention details and take supporting photographs for evidential purposes when issuing PCNs. Our back office processing team provide a complete service to deal with all queries via telephone, email and post. PEA also process and reconcile all payments which can be made through our 24/7 automated telephone payment facility and via the web or by normal correspondence for cheques.
In short, we will manage the solution and PCN processing cycle from point of issue to closure and provide you with a detailed, site specific reports inclusive of all payments and PCN progression.
You decide the policy – PEA will provide advice on best practice and manage the service in accordance with your Parking Policy. PEA can offer the following civil enforcement solutions;
PEA Manned Enforcement – As above but PEA will provide a team of fully trained and uniformed professional Civil Enforcement Officers to carry out the enforcement work on your behalf.
Once the PCN has been issued, the PEA Back Office Management System comes into effect and we will complete the process for you. PEA is the PCN recipient’s direct point of contact in relation to all appeals and payments. PEA communicates on your behalf with the DVLA, log, manage all incoming/outgoing correspondence and provide a fully accessible web enabled portal system for use by the motorist to access PCN details. The motorist can pay via the web, lodge an appeal or make formal representations online and communicate with PEA by email. They can view the relevant PCN, examine the photo evidence taken at the time of issue and pay for PCN’s – all online 24 hours a day.
PEA offer additional services such as its cashless payment system known as parkbytext which provides an alternative payment facility whilst maximizing revenue and reducing costs.
